A ticket is not a task
The difference starts with the fundamental model.
Development tools are built around tasks that move through a workflow owned by a team. This works perfectly for development work.
IT service management is about something else: a user who is affected, a service that is impacted, a service level agreement, and a change that must be risk-assessed against dependencies. These concepts do not exist naturally in a task-based model and must be built in.
It is possible to build them. The question is what that build costs and who maintains it when the person who created it leaves.

The licensing model is worth calculating
Atlassian's pricing is tier-based, and features needed for mature ITSM are often higher up than expected. Add marketplace apps for what is missing, and the total becomes different from the one in the initial comparison.

When Jira Service Management is the right choice
